The K-12 Curriculum is the new curriculum being implemented in the country under the tenure of office of former President Benigno “Noynoy” Aquino III. This new curriculum aims the product of Department of Education to become globally competitive. It is an experimental curriculum wherein teachers and students from public and private schools are having a hard time on how to cope up with this curriculum since this curriculum is new to our country. We are the last country in Asia to implement curriculum.
Leadership in any organization is crucial and often determine the success or failure of the organization. The law of the lid states that the leader’s perspective and direction leads the whole organization to its destination. In any organization, the management and/or leadership depends on the organizational structure. Larger organizations have a more complex organizational set-up compared to that of a smaller organization. Hence, it is easier to manage or to lead a smaller organization compared to a larger one. Public and Private educational organizational set-up also differ as it is said that public education tend to be bureaucratic and transactional in nature.
Often, especially in case of local community setting, decision making is being made with the approval of the head of the local government especially in terms of budget consideration, and staff appointments. Private on the other hand is often linear in nature and has the advantages in decision making since often, the decision making process is made by the owners themselves. The present public education system is besiege with a lot of problems which this paper will discuss. These problems calls for good will of our leaders in solving these problematic situation.
Though the DepEd Factsheet present a good teacher : pupil/student ratio and also the class size per classroom, reality check reveals the shortages in Classroom and Teachers. As mentioned in an article made by Pinoy Teachers Network written on November 12, 2006 , it says: “The exodus of Filipino teachers has taken a toll on the Philippine educational system. It is not uncommon to have a teacher-to-student ratio of 1:150″1

The shortage of teachers lies in the distribution and location of the school. Some teachers even though they are qualified don’t want to teach in rural areas particularly in those ethnic and low-income students or areas with poor income due to social, geographic, cultural, and professional isolation of teachers. The shortage has important impact on the quality of education that the school may give to the students to be totally equipped and holistically learned. Lot of teachers as much as possible wanted to be assigned to their hometown to minimize their cost of living and expenses.
Teachers in private schools have much possibility in leaving because of the dissatisfaction of salary compared in public schools. There is a huge difference between the salary in the private schools and public schools as long as the benefits also. Compared to private schools which have high tuition fees collected but low in giving salaries to teachers.

This has been the problem faced by the Department of Education since the start of the K-12 Curriculum. The insufficiency of teachers emerges when Senior High School was added in the curriculum preferably the Grade 11 and Grade 12. The increasing number of enrollees every year in elementary, junior high school and senior high school has increased the demand of teachers in both public and private schools. Some classrooms are crowded with a 50 students per classroom handled by the teacher. It is not only due to insufficiency of teachers but also the cause of lack of classrooms in both public and private schools in our country.

The lack of teachers in the country is due to qualification standards that the teacher should meet in applying the job in elementary, junior high school and more specifically in the Senior High School where they need specialization in teaching the different strands. Professionals on different fields have been given the chance to teach in Senior High School even though they still don’t have the licensed to teach as long as they have met the qualifications. They have given the chance of 5 years to teach until they passed the Board for Licensure Examination for Teachers (BLEPT). This is one way of the Department of Education (DepEd) to resolve the shortage among teachers.

Paper works has been one of the reasons why some teachers leave the teaching profession. They tend to spend most of their time in doing paper works like Instructional Materials, Daily Lesson Log (DLL) formerly Daily Lesson Plan (DLP). Lot of forms has to be submitted by the teacher every quarter and computing grades that they need to pass within the deadlines. New teachers are often faced with overwhelming workloads. They are assigned to teach multiple subjects and grades and asked to teach subjects with the most challenging students.

The shortages of teachers abroad, especially in U.S. entices Filipino teachers to migrate. It will be noted that by 2014 U.S.A. is projected to need Two(2) Million Teachers to teach their children. This prospect of employment in U.S. and other prosperous nations gives a larger salary gap along with other teacher benefits such as free access teacher trainings/seminar. Moreover, teachers in U.S. are being paid when they go to trainings/seminars.2
Teachers are also at risk. They suffer from different illness that they are force to leave the teaching profession. Sleepless nights, fatigue, hypertension and other sickness may develop if continued to abuse the body and mind. Due to lot of paper works to be done and submitted some deprived themselves from eating and sleeping on time.
New teachers need to attend seminars to avoid leaving the profession because they are less effective and inexperienced teachers. Seminars and trainings are necessary for teachers to attend to be more effective and to be aware on how to manage classroom. It is a necessity of every teaching personnel to gain more knowledge in classroom setting, new techniques and new trends in education. Effective classroom management will lead to a harmonious and peace loving environment for both the teacher and the students. Though some seminars and trainings are in the expense of the teacher.
Salaries and compensation is one of the factors that a teacher may consider in deciding to enter or leave the profession. The salary in public is way much higher than in private schools. They tend to teach in private schools for 1-2 years and apply as public school teachers. Private schools are made as training ground by other teacher before entering the public school.

Teachers in private school especially those teaching in basic education without having been passed the LET has certain sanctions under the law on professional standards for teachers. Unlicensed teachers who teach in private schools may deem to result in administrative sanctions. This has been one of the reasons that some private schools are facing insufficiency of teachers. But some private schools do not require hiring teachers to pass the LET.
The Department of Education (DepEd) has employed different solutions to solve the insufficiency of teachers in both public and private schools. They allowed professionals in different fields to teach in Senior High School without licensed and given a chance until they passed the LET within 5 years. The hardest part that the teachers need to meet are the qualification standard of the Department of Education.
Some schools have 2 shifts, one in the morning and one in the afternoon. This was one way of the Department of Education to resolve the insufficiency of teachers and classrooms. New classrooms are being built in different schools especially for Senior High School students to meet the quality standard of learning.
Other teachers are teaching subjects that are aligned to their subjects. For example, a mathematics teacher could easily teach physics was assigned to teach the subject to lessen the shortage of teachers. It is easy for a mathematics teacher to teach physics rather than an English teacher. It has been an alternative solution of public and private schools to provide quality of learning even there in lack of teachers in different subject areas.
There will always be a need for great teachers. Regardless of temporary economic conditions, hiring practices, budget cuts or any other factors that impact the education system, the need for teachers is timeless and universal. Society will always need educators, and in that respect, teaching is one career in which you can be confident you will always have a purpose.

A teacher shortage occurs when there are not enough teachers in key subject areas, which has been partly caused by years of teacher layoffs during the Great Recession, a growing student population and fewer people entering teacher preparation programs.

Things would be a lot different if we prioritized funding competitive teacher salaries over some of the other things we spend money on instead. Take, for example, our amazingly inefficient approach to “fixing” schools today. It revolves around purchasing expensive tests to decide which teachers are doing their jobs and which ones aren’t, then opening new schools to address the perception that some teachers just aren’t doing their jobs. I’m not going to argue that some teachers aren’t, and I’m also not going to argue that we should keep funneling money into schools that don’t hold up their end of the bargain. But if more efficient use of limited resources is what we’re after, we ought to be able to come up with a better solution than this.

Better pay won’t solve all our problems but it seems like a prerequisite for real reform and it offers a solution that should appeal to people all across the political spectrum. Progressives should be drawn to the idea that higher salaries could help equalize the distribution of teachers in economically distressed areas. After all, a child’s access to good teaching shouldn’t be decided by his or her zip code. Market worshippers, on the other hand, are convinced that competition is good for business; I can’t think of a better way to make teaching more competitive than to improve the way teachers are compensated. It seems like a no brainer to me. All we have to do is come up with the political will to make it happen.
